To the extent that you can hear him at all, it sounds like he's mimicking that weird style of evangelical preaching where the preacher talks in short rhythmic bursts punctuated by breathy exhalations - "ha!" every five seconds or so. I've never seen this in person, but you hear it on AM radio on weekends sometimes. I don't know the origins of it, but I've never understood how even the very ignorant could buy into it.
I guess kids reflect what they hear at that age. Which is why my child will be doing Kirk imitations, I suppose. Or going to Tashi Station for power converters.
