In order to get the free filing, you need to link through the list on the IRS site, and it changes order every time. Look for TaxEngine.com! They have a deal where you get free Federal filing if you have an adjusted gross income between $10,000 and $50,000, and free state filing for Georgia.
Normally it's free Federal return and $5 - $10 for a state return. In other words, for a bunch of Georgia people, you can file totally free.
Of course, if your AGI is under $10,000 you probably aren't paying any taxes anyway. If it's over $50,000 then you are richer than I am, and you suck.
Second hint: All of these places will let you do the math online for free. Take advantage of more than one. I did mine at three different places, and got three different refund amounts, because I managed to input my deductions wrong in a few places.
